China's Responsibility Amid the Global Energy Transformation

The world stands at a crossroads of energy revolution.

The International Energy Agency (IEA) World Energy Outlook 2025 report shows that global data center electricity demand is growing at an unprecedented rate, reaching approximately 945 terawatt-hours by 2030, slightly exceeding Japan's current national electricity consumption. Goldman Sachs (2024) predicts that by 2030, the rapid rise of AI data centers will increase global electricity demand by 165% compared to 2023 levels.

Against this backdrop, the Communist Party of China, with a high degree of historical consciousness and strategic foresight, has designated nuclear fusion energy as a core direction for national future industries. The Proposal of the Central Committee of the Communist Party of China on Formulating the Fifteenth Five-Year Plan for National Economic and Social Development explicitly calls for promoting quantum technology, biomanufacturing, hydrogen energy, and nuclear fusion energy as new economic growth points. In 2025, General Secretary Xi Jinping stated in his congratulatory letter to the World Intelligence Industry Expo: "Artificial intelligence should be an international public good that benefits all humanity." This important assertion pointed the direction for AI development.

The Ministry of Industry and Information Technology estimates that by 2030, China's AI-related market size will reach 1.4 trillion USD. Meanwhile, General Secretary Xi Jinping has emphasized adherence to the "Four Orientations" strategic guidance—oriented toward the world's scientific and technological frontier, oriented toward the main economic battlefield, oriented toward the country's major needs, oriented toward the people's life and health. Confucius said: "He who governs by virtue is like the North Star; it remains in its place and all stars turn toward it."
